Preheat oven to 350 degrees F (175 degrees C). Grease and flour an 8-inch square baking pan. 2. In a medium bowl, whisk together the flour, cocoa powder, baking powder, and salt. 3. In a large bowl, cream together the butter, granulated sugar, and brown sugar until light and fluffy. Beat in the egg and vanilla extract. Add the dry ingredients to the wet ingredients and mix until just combined. Stir in the orange zest. 4. Pour the batter into the prepared pan and bake for 20-25 minutes, or until a toothpick inserted into the center comes out with just a few moist crumbs attached. Let cool completely in the pan. 5. To make the frosting, heat the heavy cream in a saucepan over medium heat until it just begins to simmer. Remove from heat and add the chocolate. Let sit for 5 minutes, then whisk until smooth. Let cool slightly, then spread over the cooled brownies. 6. Chill the brownies in the refrigerator for at least 30 minutes before serving.
